Wendy Rude Pangerl, BSW, LSW

Wendy Rude Pangerl is a Mental Health Practitioner who received a Bachelor’s Degree in Social Work from Augsburg College in 1987.  She is a Licensed Social Worker with the Minnesota Board of Social Work.  

Wendy has worked at Therapeutic Services Agency (TSA) in the Adolescent Treatment Program (ATP), a foster care -based treatment program since completing an internship experience with the agency in 1986.  Wendy has had numerous responsibilities in the ATP including supervising youth care work, school liaison work, program management, supervisory work and currently oversees foster care licensing and provides case management for clients in the CTP/ATP.

In her time at TSA Wendy has served as the primary foster care licensor and foster care recruiter.  She has been trained by the Department of Human Services on the licensing processes, laws, regulations and background study processes.  Wendy has been responsible to receive, investigate and document all licensing complaints and concerns related to TSA’s foster care programs.  Wendy has worked closely with therapists, case managers, foster parents and placing workers to help facilitate and coordinate placements in the foster care program.  Wendy has provided on call coverage and responded to after-hours crisis situations to support TSA foster parents and clients.  Wendy has and continues to support bachelor level interns by providing supervision as required by the student’s college or university.

Wendy’s experience has been extensive in that she has routinely participated in case management meetings and multi-disciplinary treatment team meetings where clinical staff and foster parents coordinated care and treatment for children.  Her contributions to that work has been invaluable.  She has also grown in depth and breadth of knowledge base learning from this work and as well she has participated in training outside of the organization on topics including trauma informed care, child development, children’s mental health, FASD, CARS, AHT and SUID, QPI, chemical dependency, sexual abuse, domestic violence, cultural sensitivity and awareness, ACES, attachment, Mental Health First Aid, Means Restriction Training. Wendy has also attended monthly foster care meetings with AspireMN foster care colleagues as well as participated in county based regional foster care meetings.

Wendy has also conducted countless recruitment activities, and hallmarks to that work are her creativity and extensive knowledge base. Wendy is well respected and has good working relationships with the staff at the MN DHS Licensing Division and has been actively involved in routine site visits and DHS audits of TSA’s licensing activities.  Wendy’s work as a licensor has routinely been commended and found to be satisfactory by DHS staff.  

Wendy is passionate about foster care not only as a social worker, but also as a foster care parent.  Wendy and her family provided foster care from 1991 to 2013, caring for upwards of 50 youth. Wendy knows the realities of challenges in foster parenting and also knows the rewards of foster parenting. Most significant to note is Wendy respects the value of foster care as a resource for children and families and works to honor those special foster parents who embark on doing this important care.
